Mahria joined Reserve Consultants in 2016 and holds a Bachelor's degree from Springfield College, MA. In 2019, she became a partner at the firm and earned her Reserve Specialist (RS) designation from the Community Associations Institute. Over the past ten years, Mahria has completed and overseen numerous reserve studies each year, covering a wide range of property types and sizes. Her experience spans everything from small residential communities to large-scale mixed-use and institutional properties, delivering data-driven reports with actionable funding recommendations.
Mahria and her team work directly with boards and managers year-round — applying that data to support informed decisions that protect the financial health and physical integrity of their communities. The result is an ongoing partnership associations can rely on, one that guides and adjusts financial and maintenance priorities as needs evolve.
DAVID MILLAR
Project Advisor
David brings more than three decades of public sector project management experience to the RCL team. Formerly a licensed architect and PMI-certified project manager since 1996, he managed King County Public Works capital projects across every phase — planning, budgeting, procurement, design, construction, and close-out.
His background spans both the financial and physical sides of capital work, including long-range reserve budgeting and cost forecasting — giving him a clear understanding of how reserve funding connects to real construction decisions. Today, David partners with RCL in a consulting and advisory capacity, bringing that depth of construction oversight experience directly to bear for clients navigating capital improvement projects.
ROBERT TOLLENAAR

Operations
Robert brings a broad international business background to his role as Partner at RCL. As Program Director at Philips Electronics, he negotiated and administered contracts for digital product development and worldwide distribution — including a $500M project implementation across Eastern Europe. He went on to hold General Manager and Director roles at Philips Oral Healthcare, managing product development teams, budgets, and global partnerships. As founder of Focus & Win LLC, he advised and invested in community businesses across the Pacific Northwest. Robert channels that depth of operational and financial experience into RCL's day-to-day operations and client relationships.

About RCL
Reserve Consultants (RCL) started as a limited partnership in 1992 with Ken Harer and Bob Steimer. Initially, their focus was providing reserve studies to condominium associations. To better serve the needs of their clients they expanded the business to include oversight, specifications, inspections and consulting services. They had a vision for a one-stop expert service center that creates value and convenience for their clients.
In 2014, Reserve Consultants LLC (RCL) transitioned to a limited liability company. During this change, Ken departed from the firm, and in 2019, Bob retired.
Today, RCL’s team brings together accredited Reserve Specialists and experienced project managers—all dedicated to providing accurate, practical, and cost-effective reserve planning solutions.
RCL has been proudly serving Washington State for over 30 years. Our clients appreciate for the consistency, integrity, and creativity we bring to the reserve study process.
